The $4 billion LaGuardia Airport Terminal B Redevelopment Project is one of the largest public-private partnerships in American history and the largest in U.S. aviation history. The project included the demolition and reconstruction of the Central Terminal B Building including all support structures and infrastructure. Construction began in 2016 and is scheduled for completion in 2022.

CXC staff focused on the constructability, schedule and cost of landside utility and roadway infrastructure to assist PANY&NJ in their negotiations with the P3 Entity. CXC was able to assess landside roadways, bridges and utilities and identified several scope gaps and conflicts in the construction documents. CXC recommended alternate strategies to mitigate construction risk and schedule time. CXC also analyzed the $400 million landside cost estimate and identified several concern in the design, construction and sequence of work.
